You are right about the tables. It was my error.
I tried again coping the material with and without organizational level. I
don't see any difference. Looks like it is specific to my system. Thank you
for your insights.

The only thing I can think of, is that you didn't include the "from" organizational levels when starting your create w/reference.
INSWK and EKGRP are on MARC (not MARA), and VPRSV is on MBEW (not MARA). For all three of those fields, if you don't specify which plant you're copying the material from, you won't have any reference data to fill those fields. As Mike mentioned, he set the flag in his system and got the field he wanted to copy from the reference - so we know it works if you use it correctly.
