What is exact business reason for such a requirement?
Normally is Release date stored and read form PO change documents (every release strategy workflow status has its own date in change document).
If you want to store it in extra field/table I think that you have to do some development. For instance we have the whole set of release information stored in developed package in Z* logical database.

Can they be created with a future "Release by" date? If so, what would be the table and field to accommodate such information? I remember BHP Billiton Installed something like this in Latin America but I have not the contacts anymore to ask them.
