Hi,
One option is to modify screen layout making PR field required for specific document type. But it depends what is your exact business scenario.
For instance in our system we require PR for specific document types only but we also have option to allow / block conversion PR>PO in case requisition is coming from MRP or not for specific document type. For this we have user exit and Z table behind.

Is it possible to that purchase order is only allow to create if the purchase requisition available for that. If the requisition is not there then system not allowed to create the purchase order.
