It is possible to transfer the stock from project to subcontractor through creation of one movement type say 311 + Q for project and creation of storage location which will be the address and name of Subcontractor (Vendor).
It is mentioned in standard SAP site. help .sap . com.

Hello,
I am working on sub-contracting process through PS. I am trying
to issue goods (free issue) to sub-contractor by movement 541 to
make and provide us a final product (header item). I have
selected item category L(sub-cotracting)for header item(final
product) to create a PR & PO. I have selected A/c assignment
category Q for issuing goods.
But still I am not able to issue goods to sub-contractor.
Pl. tell me solution whether is it possible to goods issue to
sub-contractor with movement type 541 & A/c category Q.
