MIGO is a reactive transaction - you use it when you need to do a GR.
Management of POs that have not yet been received is an expediting management issue and be better managed in a report/LIS type process.
Writing a modification for MIGO will potentially slow processing for all other receipts in your business - be very careful when instituting such a change.
