The only thing I can think of, is that you didn't include the "from" organizational levels when starting your create w/reference.
INSWK and EKGRP are on MARC (not MARA), and VPRSV is on MBEW (not MARA). For all three of those fields, if you don't specify which plant you're copying the material from, you won't have any reference data to fill those fields. As Mike mentioned, he set the flag in his system and got the field he wanted to copy from the reference - so we know it works if you use it correctly.

I checked again in my system, all the Fields that mentioned above are
checked for "Proposed field contents for reference". Still MARA-INSWK (post
to inspection stock), MARA-VPRSV (Price control), MARC-EKGRP (purchasing
group)...etc not copied from reference material.
Is there anything else to look for?
