As far as I know, that field affects nothing aside from the data flowing from the reference during material create.

Dave, thanks much. That was the issue. The "Proposed field content" was not checked. I checked it and it worked perfectly.

Do you know if by checking the "Proposed field content" it has any other implications other than just haveing the "Post to inspection stock" checked when copying? I want to know if there is anything else that would need to be tested to see if it affects anything else.
