MB51 is the list of document materials... So it shows the material movements.
Mb52 is the actual stock overview... so it is the final result of all documents listed in mb51.

In this case it is normal to have different values...particularly for materials with Moving price

MB5B transaction is the exact report you are seeking. However, be mindful that if you wish to include the stock value, then you won't get it at the storage location level as SAP will automatically remove the storage location if the stock value is required.
