[sap-log-mm] RFQ Release Strategy for Value Based

Hi Gurus,
For RFQ release strategy is not working for value based. If net value is zero in me47.then it is working. If assign any value for that its not working.
Can v solve in functional side, or I see customer EXIT_SAPLEBND_002 is an exit.
I tried that also still not getting.
It is my critical requirement.
Any body can give solution.
