[sap-log-mm] Idoc Status 28 - Idoc Sent to ALE Distribution Unit Retroactively

We sometimes get idocs that have a status of 28 - IDoc sent to ALE distribution unit retroactively. Does anyone know why idocs have this status and what can be done to prevent it from happening? The idoc with status 28 is not processed by the system. We then copy the idoc and reprocess the status 64 idoc. Any ideas?
