To a certain extent, I don't completely agree upon your statement. The fact is that we should look at both business process or rule and technical solution to find the most suitable solution with least system enhancement. Therefore, rather than seeking the way on how to define the "0,001" value to the PO line item quantity, it would be more logical to look at the current process.
