Generally you simply cannot print unreleased PO. But for example someone may print from print preview, or from the PDF file if you have PDF output.

To overcome this we have codified the form in such a way that an unreleased PO is always printed with title 'Draft Purchase Order'.

The reason, why you can't print an 'un-released' PO might be, that an entry into table NAST (Messages) is only written, once the PO is released.
And I also agree with previous posts.
If the PO isn't released you normally shouldn't want to output it. What if the approver rejects and you already sent the PO to the vendor??
