Belle,
The process as followed is the usual process when a manual (Realtime) PR is refused.
The requestor must make the business decision whether to change and re-submit or delete. The first action is to 'unreject' it using that funny square reverse arrow icon in the release strategy that Ha Tran described. Which you did.
It is a logical process that provides the requestor with the control on how to complete the process - either resubmit or close.

I have a PR that was refused by the Approver. This requisition has a material number. I can not delete or block the PR item. But the PR still appears in MD04 Stock/Requirements List.
