It will be either pricing procedure, or in this case it is more likely to be tax procedure. Both are of course similar in concept.

A formula or a routine is both a little bit of customizing to invoke it, and a little bit of code to describe the logic. It's not hard for a qualified ABAP resource.

The customizing for both is in the definition of the pricing procedure.
