I found the problem. Apparently during the upgrade to ECC6.0 of what I have found on other sites the authorization object M_BEST_WRK stops defaulting in the 09 activity. Which makes sense because we first heard of this problem a couple of years ago after our upgrade. I went to the role that had this object but not activity 09 and added the 09 and it works beautifully now. This explains why some user could see and some could not. Some had another role where 09 was included and some did not.

Could anybody tell me why the layout is one way on some users and different on others. We have looked at the layout option and everything matches between the users. We can find nothing different but when in the Purchase order history tab they open up different.
