[sap-log-mm] EBEW record ?

When doing MB1B 413E (sales order to sales order) sometimes an EBEW record does not get created. Does anyone have any ideas as to what would be the cause of an EBEW record not getting created? I cannot replicate this in testing but have found many instances when it has happened.
