Perhaps you should look at the partner functions. If condition records are correct and If you have 2 ordering address linked to the vendor and there is not plant level partnering then the PO will create with no output. SAP doesn't know who the OA is if there is more than one.

This is an issue I have before and the solution is plant level partner for OA so the batch job knows who to send to

You should go back to your PO message type and check all condition records for all condition types. I am pretty sure that the PO status (EKKO-STATU) has been chosen as part of the condition table's field catalogs. Therefore, the condition record was only defined for manually-created PO (with "9" PO status) rather than for automatically-generated PO (with "B" PO status).
