Hi,

For a mass change in PIR, if the data to be changed is replace by each
time by a same one, ie in your case a supplier code by a new supplier
code, then you can use the transaction MEMASSIN.

To answer 1. Yes, you can develop your custom program.
2. In LSMW you can use ME12 Inforecord change. However I think that system will not allow you to replace supplier number. You have to mark old inforecord for deletion in ME12 and then create new one with ME11 batch input in LSMW.
Our current business process is to do mass creation using LSMW (hundreds or thousands PIR creation). Mass update including pricing we do through custom program with download and upload options.
We plan to use SAP Scripting from SAP GUI instead of LSMW but has not implemented it yet.
As for Source list - you can create them via LSMW or you can easily delete/create new ones using transaction ME05 once you marked old PIRs for deletion and created new PIRs.
