Won't it be more logical to use MEAN transaction to define the delivery address and let end user select during PO creation?

We would like to be able to make storage location address changes (OX09) directly in PROD without having to transport. Is it possible to turn off the transport for this transaction? We have done this for OME4 and OMJ2 but I can't find how to do it for OX09.
Any help would be appreciated.
