The legal limitation is from User Business side and from Tax perspective. Could you let me know more detail about the IDOC process and how the receiving company could recoganize the original MAP of the sending company if there is purchasing from the external vendor of the same Material on Receiving company ?
By the way, currently inventory value is under Material/Plant level.

2. I think the only way is possibly through an IDOC process and use a special condtion type that uses the VPRS value from the sedning compnay.

Also are you using the trading partner field in the customer and vendor masters?
