[sap-log-mm] Conditions at Plant Level is Activated But Still Able to Create Contract Without Plant

Hi,

I have activated conditions at plant level for plant 1000 in customization (IMG-> MM->Purchasing ->Conditions ->Define conditions at plant level -> Maintained + for plant 1000). It means I should not be allowed to create centrally agreed contract for plant 1000. But still I am able to create contract by only specifying p.org and not specifying plant.

Where am I going wrong? Kindly help.
