RE: [sap-log-mm] Where in Configuration can I Make Stock Category S = Blocked as Available?

You may be able to achieve your goal by moving the items in question into a 902 type location (as opposed to PIK or PLT). This will make the stock available (provided you have used LQ02 to remove the SKU from blocked stock) so that DN's may drop, but you will *not* be able to produce a T.O. until item is moved into PIK or PLT or BFL location.

Side note, in past we have used Q block for temporary purposes, and S block to trigger manufacturing replenishment of product in question. In both cases, as Dave stated, the stock by definition is not available when classified as such.

Mike -

The meaning of Blocked is Not Available. That's the whole reason that stock category exists. It would be contradicting the entire concept to somehow make it available.
