[sap-log-mm] Delivery not Created in Merchandise Distribution - WF30

I faced strange issue in merchandise distribution - WF30.
User created allocation table and subsequent documents.
Upon goods receipt of PO, deliveries gets created automatically for related STOs.
We are using flow through method.
The issue that occured is, deliveries not created for perticlar article.
I can see, on same day, goods receipt was done for same article against three different POs.
for two POs, merchandise distribution happened correctly.
For one PO it failed for same article.
No PO was changed. No Article master is changed.
For failed case, I chekced in WF30, FT quantity is populated.
I am wondering, why deliveries not created then.

Can anybody please explain what could be the possible reason for failure.
