You have to create a new release code (approver) for the new individual,
then create a new release strategy or modify an existing one to have this
new release code. Note because you previously had 4 approvers and you now
want an extra person at level 1 the modified or new release strategy will
have an extra level of release. i.e 5 levels. I would create new release
strategies for this requirement.
