SAP help for MC46 indicates the following:

"Any period can be selected for the analysis. The system suggests 400 days as the period to analyze, the calculation starting from the current date.

You can carry out the analysis according to usage based on exact usage. Select the field Exact usage. If this field is not selected then the analysis will base itself on the usage dates of the periodically updated usage statistics"

I would run the report with the box checked and see if it yields correct results, then you know your issue is that the periodic updates are not getting run. SAP Insider has a nice seminar on supply chain mgmt with core SAP . It relies heavily on the LIS reports for the same reasons you indicated. (it's free) If you google supply chain bootcamp, you can find some links. Reveal provides most of the education. Their website contains links to many free webinars discussing using LIS report for identification of slow moving stock. My favorite is the dead stock report, it shows what portion of your inventory you are not using for the anaylsis period.
